The Health Information Technology for Economic and Clinical Health (HITECH) Act
The HITECH Act is to encourage the adoption of electronic health records (EHRs) through incentive payments to physicians. According to the Act, physicians are eligible to receive up to $44,000 in total incentives per physician from Medicare for “meaningful use” of a certified Electronic Health Record (EHR) starting in 2011. (Note: Physicians reimbursed by Medicaid can receive approximately $65,000 in prorated annual payments starting in 2011 based on state-defined guidelines.) The HITECH Act is clearly an ideal opportunity for physicians who use Electronic Health Records – EHRs effectively to be rewarded and to stimulate adoption for those who aren’t currently using EHRs. The incentive payments will be calculated using a formula similar to the Medicare incentive payments. The payments must be used to “adopt, implement, or upgrade certified EHR technology” during the first year of payment, unless the Medicaid Provider already has EHR. Providers, who already have EHR, as well as those receiving payments after the first year, are only required to show meaningful use of the certified EHR technology. Medicaid will not reduce its payments if a hospital fails to implement EHR by a particular date, which differs from the Medicare incentive payment program.
